
Toledo Public Schools is proud to welcome Mr. P. Ryan Lockwood III as its new CFO/Treasurer. Ryan is an accomplished financial executive and educational leader, and most recently served as the Treasurer and CFO of Springfield Local Schools. With more than two decades of experience in school finance and administration, Ryan has overseen all aspects of district financial operations, including grant management, investments, fund analysis, and auditing.
A hallmark of Ryan’s career is his commitment to fiscal excellence and transparency. In his past
positions, he has received the Ohio Auditor of State Award with Distinction 10 times for finding-
free annual audits. His extensive background includes serving as Treasurer/CFO for Vermilion,
Gibsonburg, and Lakota school districts.
Ryan holds an MBA and a BSBA in Management from the University of West Florida. He is
also a licensed Ohio school treasurer, school business manager, and administrative specialist.
Ryan is a life-long Northwest Ohio resident. His connection to public education stems from an
extensive family history, as both his father and grandfather served on boards of education in
Ottawa County.
Ryan is a prominent figure in the professional community, currently serving as the chairman of
the board of directors for the Ohio School Plan, and as a former president of the Northwest Ohio
Association of School Business Officials. His past contributions include serving as treasurer of
the Metropolitan Toledo Educational Purchasing Association and holding various advisory roles
with the Ohio Auditor of State and the Ohio Schools Council. He has also shared his expertise in the classroom as an adjunct professor, instructing courses in accounting, economics, and
management.
Ryan and his wife, Jamie, have one daughter, Evelyn, who was diagnosed with non-verbal
autism at a very young age. The Lockwood’s consider themselves tried-and-true Toledo sports
enthusiasts, as they are big supporters of the Rockets, the Walleye, and the Mud Hens.
Ryan will work with outgoing Treasurer, Mr. Ryan Stechschulte, throughout the month of June,
and will assume his new role on July 1, 2026.
